Learning Outcomes
This course is designed for animal control and by-law enforcement professionals responsible for investigating canine bite and attack incidents. These cases often involve significant legal consequences, public scrutiny, and emotional impact, requiring officers to approach every investigation with the expectation that it may proceed to tribunal review or court.
Participants will learn how to prepare thorough, accurate, and defensible disclosure packages that clearly support enforcement decisions and assist prosecution teams. The course focuses on organizing and presenting evidence in a way that tells a clear, objective story of the incident while meeting legal standards.
Key components of disclosure are explored, including officer notes, witness statements, photographic and video evidence, and medical and veterinary documentation. Emphasis is placed on consistency, evidence integrity, and maintaining proper documentation practices that will withstand scrutiny through disclosure, appeals, and court proceedings.
Participants will also examine how investigative findings connect to enforcement decisions under the Dog Owners’ Liability Act (DOLA), including how factors such as severity, history, and risk to public safety influence recommendations and outcomes.
Through practical, case-based exercises, participants will apply their knowledge by building a disclosure package, strengthening their ability to identify key evidence, organize materials effectively, and present a clear narrative. By the end of the course, participants will be equipped with the skills and confidence to prepare professional disclosure packages that support enforcement actions and stand up to legal scrutiny.
